When your car is in a front end collision, the car was moving forward, but is stopped or slowed down. If you are not wearing your seat belt, you will not be attached to the car. Your body was moving before the collision and will keep moving until it encounters a force that will stop it. In this case, the crash test dummy keeps moving forward until it encounters the steering wheel which stops it.
